Order of top-level folders

My top-level folders are years: 2020, 2019, 2018, etc.

What determines the order in which they are displayed in the folders view?

Mine, reading left-to-right, top-to-bottom are

2020, 2019, 2018, 2017,
2016, 2015, Apple Photos, 2014,
2013, 2009, 2011, 2010,

That’s what I’d expect until we get to “Apple Photos” and the last two lines.

Can I change the order? How?

Each is a source folder in Settings, but that order (also wonky) does not correspond to this order.

Never mind. The order of the top-level is determined by the EXIF dates of the photos enclosed. I had a few mis-dated photos in the out-of-order folders. Once corrected, the order is correct (except for Apple Photos; I’ll probably deliberately mis-date a photo in there).

You can also adjust sorting in the upper right corner by Date, Name or Rating.

I could use a custom order of folders.

I also use a year hierarchy, as you describe above, but with some other alphanumeric names for old photos, like ‘unknown 1900s’. Right now, they appear after the latest year.
